Dr Graeme Hawker, Ensign Co-Investigator and Work Package 1 Lead, has contributed to the Scottish Government’s forthcoming Climate Change Plan (CCP) — a strategic framework outlining how Scotland will meet its legally binding emissions reduction targets across all sectors of the economy.

Covering the period 2026–2040, the draft CCP sets the course for achieving Net Zero by 2045, where greenhouse gas emissions are balanced by removals. These targets stem from legislation passed in 2009, 2019, and 2024, and are informed by the independent Climate Change Committee.

Dr Hawker contributed as part of the UKERC researchers’ consortium, which collectively provided expert input to help shape the CCP’s direction and ambition.

To support parliamentary scrutiny, the Net Zero, Energy and Transport Committee launched a Call for Views, inviting input on sector-specific policies and ideas to ensure a just transition to net zero.

Dr Hawker’s involvement reflects Ensign’s commitment to shaping evidence-based climate policy and supporting Scotland’s ambitious decarbonisation goals.
